I have a good mood shot of rain in a park. Problem is that the only evidence of rain is puddles. How do I add rain drops to a scene? Software is PS Elements 4. Please reply here or call me at number listed in DCC Yearbook. Thanks.

    Here's one way...

    1) Add new top layer
    2) Filter > clouds
3 Edit > Fade ( to about 50%) this reduces the smoothness of the rain...
    4) Filter > Add Noise (somewhere around 50%; gaussain; monochromatic)
    5) Filter > blur > motion blur

Here's a very quick example. Changing the opacity of the new layer creates the amout of rain, the example is almost full.
